There being no objection, it was so ordered. 2004-03-03 House Journal Page 2822 Amendment No. 1 was offered by Representatives Gruenberg and McGuire: Page 3, following line 27: Insert a new bill section to read: "* Sec. 9. AS 15.45.010 is amended to read: Sec. 15.45.010. Provision and scope for use of the initiative. The law-making powers assigned to the legislature, including the power assigned to the legislature by the Seventeenth Amendment to the Constitution of the United States to direct how vacancies in the United States Senate shall be filled, may be exercised by the people through the initiative. However, an initiative may not be proposed to dedicate revenue, to make or repeal appropriations, to create courts, to define the jurisdiction of courts or prescribe their rules, or to enact local or special legislation." Renumber the following bill sections accordingly. Representative Gruenberg moved and asked unanimous consent that Amendment No. 1 be adopted. Representative Weyhrauch objected. The question being: "Shall Amendment No. 1 be adopted?" And so, Amendment No. 1 was not adopted.
